Want to know if model Qwen/Qwen2.5-0.5B-Instruct exists can be used in Saudi region

Hi,
I would like to understand if this model Qwen/Qwen2.5-0.5B-Instruct is allowed to use for development purpose in Saudi region. I heard there are some restrictions to use LLMs open source as per the laws in saudi region.

There don’t seem to be any restrictions on the use of Qwen by country or region, as long as it’s not for commercial use, but I wonder if there are any local laws…
