I have a question regarding usage rights allowances

I want to create my very own local ai with permanent memory, audio to audio, python to control virtual environment stuff like unreal engine on Ubuntu venv environment, I want to allow the AI access to only whitelisted legal for ai’s to visit websites centred around update game coding and game development for unreal engine training. I will use a custom zero attack surface browser and probably OCR for the bot and refuse to allow it to view anything else apart from the page output, so no source code etc… no downloading files etc… I want to use starcoder2-15b to achieve this. Chatgpt has already confirmed all of this is 100% legal and allowed. I also wanted starcoder to not use any external calls to function, such as API (of hugginface for example). I need to retain 100% rights to my own AI, provided I follow all hugginface rules and terms of service and licence, chat gpt has already confirmed all of this is allowed by hugging face and is 100% legal, but before I consider using starcoder2 15b. I thought before I start downloading starcoder, I better make sure chat gpt was correct by coming here and doing the right thing by checking with the official source. I have short-listed starcoder2-15b due to its impressive ability to generate code and I am willing to put in a year of hard work to make it capable of doing all of the things mentioned in this question.
